This will help you get a fresh perspective and not allow you to base the cover on your CV. Also, it would give you a clearer idea about what to write in the resume cover itself.Making a resume cover also makes it easier for you to make changes in it later if necessary. You will also be able to see if it is something that will suit the style of the cover that you have planned for your resume. After you have made the cover, you would then need to make the resume to fit into the cover.
